  14. <p>     DIED. Robert Wagner, 80, influential mayor of New York City
  15. from 1954 to 1965; in New York City. His three terms in office
  16. were equaled in modern times only by Fiorello La Guardia and
  17. Edward Koch. Wagner was widely regarded as one of the best
  18. mayors in the city's history. During his tenure, as large
  19. numbers of Southern blacks and poor Puerto Ricans moved into
  20. the city and the middle classes headed for the suburbs, Wagner
  21. secured state and federal funds to clear slums and construct
  22. public housing. He granted collective-bargaining rights to
  23. municipal labor unions and included greater numbers of
  24. minorities as officials in high positions in his
  25. administration. Admired for his soft-spoken integrity, Wagner
  26. saved Carnegie Hall from the wrecker's ball and managed to
  27. defeat Tammany Hall, the Democratic Party machine that
  28. influenced city and state politics for 150 years. After leaving
  29. office, he was U.S. ambassador to Spain and presidential envoy
  30. to the Vatican.
